Biographical Sketch:

I am currently working on the political economy of innovation in Soviet aerospace as a case study in managing R&D resources under uncertainty in a low-trust environment. I have been a regular visitor to Russian archives and am secretary to the International Contact Group for historical political economy research in former Soviet archives. My book Accounting for War (1996) rebuilt the Soviet wartime real national accounts. Subsequently I led (with John Barber, Cambridge) an international collaborative project of archival research the results of which are published in The Soviet Defence-Industry Complex from Stalin to Khrushchev, co-edited with John Barber (2000). For studies of agency problems and hidden inflation in Soviet industry see my articles in the Journal of Economic History (1998) and the Journal of Comparative Economics (2000). I recently edited The Economics of World War II (first edition Cambridge University Press 1998, revised paperback edition 2000).
